Sock Probs

Ok, so I have been knitting a sock. I have done the leg, turned the heel, and have no fucking idea what a heel flap is. I need to transfer 15 stitches from the heel onto another needle according to the pattern (I also have 30 stitches on the other needle at this point), but the problem is that I only have 17 stitches in total on this needle to begin with. Hence my dilemma.
